For a South Australian building project today, the Building Code that applies is still NCC 2022 Amendment 2, in force until 30 April 2027. NCC 2025’s Building Code takes effect in SA on 1 May 2027. Only the Plumbing Code updated to NCC 2025, on 1 May 2026. Nationally, NCC 2025 has been released — but which version applies is a state-by-state decision.

Every few years the National Construction Code is updated, and every time it is, the same quiet worry surfaces for anyone mid-project: have the rules just changed under me? This year the worry is sharper than usual, because the honest answer in South Australia is different from the headline.

NCC 2025 was released on 1 May 2026. If you have read that the new code is “live,” that is true nationally. What it does not tell you is that each state and territory decides for itself when to adopt it — and South Australia has chosen a split path that is worth understanding before you specify a single product.

What actually changed on 1 May 2026?

In South Australia, one part of the code moved and one part did not. The Plumbing Code within NCC 2025 was adopted on 1 May 2026. The Building Code — the part that governs the great majority of what goes into a home, from waterproofing to energy performance — did not. It remains NCC 2022 Amendment 2 until 30 April 2027, with NCC 2025’s Building Code applying to new work in SA from 1 May 2027. The state’s stated reason is to give industry time to adjust and to avoid forcing redesign costs onto projects already in the pipeline.

So which rules apply to my South Australian build?

For building work being designed and approved now, it is still the 2022 Building Code. For plumbing and drainage, it is the updated 2025 Plumbing Code. That distinction matters, because a national article or a generic AI answer will often tell you NCC 2025 applies from May 2026 and stop there — correct for the country, wrong for your Adelaide project. It is also worth knowing that this is not uniform across the country: Victoria, the ACT and Western Australia moved to NCC 2025 from 1 May 2026, while New South Wales and Queensland, like SA, deferred to 2027. If your project or your supplier crosses state lines, the applicable version can differ.

Why this matters more when you’re sourcing from overseas

When you order finishes, cabinetry, tapware or fittings from China, you are committing months ahead of when they are installed and inspected. The question is not only “does this meet the code” but “which version of the code will apply on the day this is signed off.” A plumbing product ordered today for an SA project has to satisfy the 2025 Plumbing Code and still carry WaterMark certification. A building material has to satisfy the 2022 provisions now — but a project completing after April 2027 may be assessed against 2025. Getting that mapping right at the sourcing stage is the difference between a saving that is real and a container that stalls at inspection.

Does NCC 2025 apply in South Australia now?
Not for building work. SA continues to use NCC 2022 Amendment 2 as its Building Code until 30 April 2027, adopting the NCC 2025 Building Code on 1 May 2027. The NCC 2025 Plumbing Code did apply in SA from 1 May 2026.

Is the adoption date the same in every state?
No. Victoria, the ACT and Western Australia adopted NCC 2025 from 1 May 2026; New South Wales, Queensland and South Australia deferred their Building Code adoption to 2027. Check the version that applies where your project is built.

What does this mean for products I import?

Where it gets nuanced for owner builders is in understanding that the NCC sets the performance standard, not always the certification pathway. The pathway to demonstrating compliance — whether through a CodeMark certificate, a NATA test report, or an engineer's assessment — depends on the product type and how it is being used.

The Certifications That Matter Most

For practical purposes, there are two marks that come up frequently in residential and light commercial fitout:

WaterMark — required for any plumbing and drainage product installed in Australia. Without it, a certifier or council inspector may require removal and replacement. This applies to imported tapware, shower fittings, and drainage systems just as it does to local products.

SAA Certification (or equivalent Australian-recognised electrical compliance certification) — commonly required for electrical fixtures and fittings. The RCM mark is the current standard for most electrical products, and its absence creates the same risk of rejection at inspection.

Sintered stone is produced by subjecting raw mineral materials — clays, silica, feldspars — to extreme heat and pressure, creating a dense, non-porous surface with consistent composition throughout. The result is a material that is highly resistant to staining, scratching, heat, and UV degradation.

For kitchen benchtops, outdoor applications, and high-traffic commercial surfaces, these properties represent a meaningful performance advantage over natural marble. Sintered stone does not require sealing, tolerates acidic contact without etching, and maintains its surface integrity across a broader range of conditions.

Where Marble Still Leads

Natural marble retains qualities that sintered stone cannot fully replicate: the mineral variation across a slab, the translucency that allows light to interact with the stone's depth, and the material history that gives it a particular weight in a room.

For feature applications — a statement island, a bathroom vanity top, a fireplace surround — marble carries a material presence that many clients find worth the additional maintenance consideration. The question is not whether marble is better, but whether the application justifies its performance characteristics.

Sourcing Considerations for Each

Sintered stone is produced by a small number of manufacturers globally, with several high-quality options available through StellarNova's verified supplier network. Lead times are generally predictable, compliance documentation is well-established, and slab sizes are consistent.

Marble sourcing for Australian projects requires attention to origin, quarry consistency, and slab selection — ideally with physical slab inspection before shipping to ensure vein matching and colour consistency across a project. A client recently fell for a beautiful imported kitchen mixer — the proportions were right, the finish was warm, the price was fair. The question we had to answer before anything was ordered was a plain one: is it certified lead-free for use in Australia? As of 2026, that question is no longer optional.

What lead-free now means

From 1 May 2026, copper alloy plumbing products — the brass and bronze fittings, taps, mixers and valves that carry drinking water — must be lead-free to be installed in Australia. The National Construction Code defines lead-free as a weighted average lead content of no more than 0.25%. Products above that threshold can no longer be lawfully installed in any plumbing system that conveys drinking water.

A new mark to look for — the Lead Free WaterMark

Australia has long required plumbing products to carry WaterMark certification. The lead-free requirement adds a distinct trademark: products certified to the new standard carry the Lead Free WaterMark, not the standard WaterMark. When you are specifying tapware, the standard mark on its own is no longer enough for anything that touches drinking water — the lead-free mark is what a plumber or certifier will now look for.

What is covered, and what is not

The requirement applies to products in regular contact with drinking water: kitchen and bathroom mixers, drinking water taps, valves, fittings, water heaters and water meters. Some products are exempt because they are not used for drinking water — shower heads, washing machines and dishwashers among them. In practice, the fittings most people care about most in a new home, the kitchen mixer and the bathroom tapware, sit squarely within scope.

Why this matters when sourcing overseas

Many international factories still produce standard brass as their default. A fitting that is beautiful and well made can still fail Australian requirements simply because its alloy was never certified lead-free. Confirming lead-free certification before an order is placed is the difference between a smooth handover and a fitting a certifier asks to be removed. We treat this as a sourcing-stage check, not an inspection-day surprise.
